1) update PROPS$ SET VALUE$='CHAR' where NAME='NLS_LENGTH_SEMANTICS';

2) ALTER SYSTEM SET NLS_LENGTH_SEMANTICS=CHAR;

3) ALTER SESSION SET NLS_LENGTH_SEMANTICS=CHAR;
